This Programme is one of many public engagement initiatives developed and coordinated by the Office of the Clerk of the Legislative Assembly under the Samoa Parliamentary Support Project (SPSP) sponsored by the Government of Australia and the Government of Samoa with other development partners such as the UNDP Multi Country Office and the Pacific Parliamentary Partnerships Programme.  Mr Anthony Wood, Deputy Resident Representative, UNDP Samoa Office delivered the Opening Address.

Under this initiative, youth representatives under the age of 29 were nominated by various Government Ministries and Corporations to participate.  They observed Parliamentary proceedings, heard from the Prime Minister, Speaker of the House and Leader of Opposition, Parliamentary officials and also conducted a Mock Session of Parliament in which they showcased their numerous skills in debate over a controversial piece of legislation using the same rules of procedure and practice as the Parliament.
